Delosperma karrooicum (my guess) or Disphyma australe

A delightful ice plant with gorgeous, small white flowers in summer, pop round concrete steps and paths, rock garden. Hardy for sun and good drainage.  South Africa or an endemic New Zealand native if Disphyma.
