Rock Jasmine, native to the Himalayas and Tibet. RHS Award of Garden Merit. It grows fairly quickly, maturing to spread 30cm wide, but only 1cm high without flowers. Attractive hairy rosettes, which are small and tight with pointy leaves in winter, later in spring spatula shaped-shaped leaves smothered with stalked pompoms of pink/purple, changing colour as they age to delightful effect. Sun or part shade. Cool root run preferred. In the UK advice is to cover in winter with a rock shelter built for it or with a bit of clear plastic if excessively wet/humid where you live. Here they are bullet proof, but obviously with good drainage and nestled in shingle.
